A bold mindset change was what PUB officers needed to undertake
in conceptualising the Active, Beautiful and Clean (ABC) Waters
Programme. With these words, Prime Minister (PM) Lee Hsien Loong
opened the ABC Waters Exhibition at the Asian Civilisations Museum
on 6 February 2007.
Indeed, under ABC’s development plan, Singapore’s water network,
comprising 14 reservoirs, rivers and an astonishing 7,000 kilometres of
waterways, would no longer remain merely functional in nature. The
old thinking that Singapore’s water infrastructure should be protected
had been swept away. Instead, these waterways will become part of the
living environment for Singaporeans to enjoy and cherish.
In a strong re-affirmation of inter-agency cooperation,
PUB worked closely with the Urban Redevelopment Authority
and National Parks Board to develop the ABC Waters Programme,
which ties in closely with its Parks and Waterbodies Plan.
This masterplan guides the development of parks and waterbodies
in land-scarce Singapore.
In addition, the Housing and Development Board, Singapore Tourism
Board and private developers will participate in the programme — by
integrating existing waterways into their new developments and
design, which will go some way in transforming Singapore into a city of
gardens and water. |
