Innovation is necessary to introduce new breakthroughs
in the
Public Service. Ministries must tap into the
latent talents and
creativity of their people by fostering a
culture that encourages,
supports and rewards innovation. Innovation
in the Public Service goes
beyond streamlining processes, reducing waste
and cutting red-tape.
Asking “What if” questions can lead to radically
new ideas and ways of
doing things. —

I think several good initiatives such as
the Cut Waste Panel and the Zero-In- Process
have arisen from PS21 and led to good changes
in the Civil Service. It is great that we
can serve our customers better and that there
is a continual drive to keep doing better.
However, more unique and vibrant initiatives
may be needed to capture the hearts of civil
servants who will be carrying the torch and
continuing with the journey of improving the
Service. —

PS21 movement is like a seedling that
has taken root and grown into a huge
tree with widespread branches. Every
public officer has taken part or contributed
in some way to PS21. However, there
ought to be periodical rejuvenation
to create a greater sense of excitement,
empowerment and capacity for change
in all of us —
just like a tree needs constant pruning
to keep it healthy! —
