Get to know SRC
 
Professor Malcolm K. Sparrow lectures at Harvard University and is Professor of the Practice of Public Management, Faculty Chair of the Executive Program on Strategic Management of Regulatory and Enforcement Agencies, and Faculty Chair of the Executive Program on Protecting Public Programs.
 
The Smart Regulation Committee (SRC) is headed by Permanent Secretary (Law) Chan Lai Fung and CEO of Urban Redevelopment Authority Cheong
Koon Hean.

It comprises Managing Director of the Economic Development Board Ko Kheng Hwa, CEO of JTC Corporation Ow Foong Pheng, CEO of SPRING Singapore Loh Khum Yean and CEO of the National Environment Agency Lee Yuen Hee.

Formed by reconstituting the former Cut Bureaucracy Committee and Rules Review Panel, SRC aims to improve the knowledge, awareness and practice of regulation across the Public Service.

Despite its brief existence since May 2005, the committee has achieved considerable progress in its role to assist in facilitating the resolution of
inter-agency regulatory issues, in line with the tagline: “Many Agencies —
One Government — No Boundaries”.

Its six simple yet far-reaching guiding principles state that regulations should:
not cost more than they have to
facilitate a competitive and innovative climate
be balanced and imposed only after listening to stakeholders 
empower the public to self-regulate, where possible. Appropriate intervention is only to ensure standards and accountability measures
are present 
contain or prevent risks through risk management approaches 
bring together departments and agencies to work as one Government
and stem from a stakeholder-centric perspective 

SRC reiterates the need for rules and regulations to be constantly reviewed
to assess their continued relevance. It has commenced its assessment of the second rules review cycle, and promotes the importance of risk management (as compared to pure risk avoidance). The committee recognises that a
lot more can be done in the area of sharing best practices within the
Public Service.

SRC will continue to extract and share best practices from exemplary frameworks, regulatory academics and expert practitioners. Professor Malcolm K. Sparrow (see above picture) is one such acclaimed expert academic on regulatory frameworks who was invited to share his insights.
