To
forge a common ethos across ministries/statutory boards
and to build a clear understanding of WOG (whole-of-government)
outcomes, the Institute of Public Administration and Management
(IPAM) recently launched the L.E.A.D. Career Milestone
Programme.
The objectives of the L.E.A.D. programme support central
ministries’ agenda of creating a common Public Service
ethos and values. They also complement agency-centric
training programmes to achieve WOG strategic outcomes.
The curriculum has also been aligned to the new competency
model developed by the Public Service Division (PSD) with
Mercer Consulting to drive the desired outcomes for the
Public Service.
PSD issued a revised Training Circular in January 2006
to make two of the L.E.A.D. programmes mandatory for ministries.
They are Manager L.E.A.D. and Strategic L.E.A.D.
The inaugural Strategic L.E.A.D. programme was held from
3 to 9 May 2006. Feedback from participants was very positive.
Most found the segments useful and gained insights on
public sector governance and a wider perspective of the
Public Service. Lectures included a discourse on globalisation
by Professor Mukul Asher from the Lee Kuan Yew School
of Public Policy, a talk on best human resource practices
by Four Seasons, and the sharing of learning journeys
by Tsao Foundation, Internal Security Department Heritage
Centre and Corrupt Practices Investigation Bureau. A teambuilding
segment also saw participants having fun with games.
