helped a woman in labour was portrayed
in a light-hearted skit. |

When the Singapore Police Force (SPF) dedicated
an entire day to honour service excellence, it could
have taken some by surprise.
“I don’t think ‘service excellence’
is something that the public in many other countries
would expect their police forces to be associated
with,” said Permanent Secretary of the Public
Service Division, Ms Lim
Soo Hoon.
“Nor do I think many police officers in these
countries would see it as their responsibility to
provide excellent service.”
Ms Lim, who addressed more than 1,000 police officers
at the SPF Service Excellence Day held on 16 February,
said that the police “traditionally have the
image of being the enforcer — strict, authoritative,
and in some instances, powerful, intimidating and
to be feared”.
Today, SPF has repositioned itself as the police
force that serves the public, differentiating itself
from other police forces in the world, by incorporating
service excellence into regulation.
Leadership has played an important role in ensuring
service excellence
in the organisation, said Mr David Lim Yin, 5 Service
Quality Officer, Service Development & Inspectorate
Department, as well as the
event organiser.
He explained: “For SPF, we need to strike
a delicate balance between operational efficiency
and service quality; it takes unity, strategy and
team effort to constantly maintain this equilibrium.
”The efforts of divisional commanders who
had provided leadership and direction to make service
excellence possible within their divisions were
highlighted during the event.
The SPF Service Excellence Day also marked the debut
of SPF’s Service Infotainment Package, which
contains two handy-sized comic booklets and a card
game. The booklets, which are easy to digest, explain
how to go about improving service. The interactive
card game, based on charades, provides a “hands-on”
learning experience
for players.
Adding pizazz to the event, author of the Up
Your Service series
Ron Kaufman gave a talk-cum-workshop to all attendees.
His dynamic personality left an indelible impression
on all present.
Said Ms Joanne Koo, Planning Officer, Public Affairs
Department:
“Mr Kaufman further reinforced the notion
of excellent service through motivational and inspiring
techniques/anecdote sharing. Though I’m not
in the front-line, I went away with precious knowledge
of service with
a smile.”
And as many SPF officers took the honours for various
awards, two from the Traffic Police stood out from
among the masses.
Corporal Thabagesh Jeyathesh and Corporal Soo Wei
Keong Willy had played midwife to a woman in labour
while in the line of duty. Their account was portrayed
in a light-hearted skit.
The woman and her husband and child were invited
to the event, further bridging the gap between the
public and the police.
Reflecting on the day’s events, Superintendent
Lee Chee Chiew, Deputy Commander Traffic Police,
said: “A big thank you for the great efforts
and time spent by the organising committee in making
SPF Service Excellence Day 2006 a wonderful and
meaningful event. I think this is one of the best
events I have ever attended.”
Commissioner of Police Khoo Boon Hui also said:
“It was indeed a high-energy event.”
