We are living in an era where pods are no longer immediately associated with peas. As a fact, the latest wave in the digital world is known as “podcasting”. The Health Promotion Board (HPB) is riding on the wave of podcasting to increase public reach and receptiveness to its health-related messages.

A podcast is a Web feed of audio or video files placed on the Internet for anyone to subscribe to. It is used for downloading music and video clips.

Head of the Resource Development Department Richard Lim explains: “Podcasting offers users the convenience of listening to health programmes at their own time and even while they are on the go. HPB aims to reach out to Internet users through a medium that is fast gaining in popularity.”

HPB’s intuition that podcasting could serve as a convenient, novel way to provide health information and reach out to the e-savvy population catapulted the idea for a “health podcast”.

By subscribing to HPB’s podcasts, users need not keep checking for new episodes on the website as the podcast software will automatically download the latest ones.

Users also need not worry about missing episodes as the podcast software usually archives all the episodes.

HPB’s first podcast featured 13 episodes of “Health Talk with Nancy Sit”. Hosted by the Hong Kong celebrity, the series covered female-related illnesses and other general health topics like nutrition, osteoporosis and depression. As of 20 February 2006, it has received over 3,700 hits.

Guiding Agencies Towards Innovation Excellence

Public agencies are increasingly recognising the importance of innovation and, as a result, are embarking on a journey to achieve innovation excellence. In view of this, with the support of the PS21 Office, PSCOE began a study of five public agencies that have attained the Singapore Innovation Class.

They are the Ministry of Finance Headquarters, Health Sciences Authority, JTC Corporation, Singapore Prison Service and PUB.

From the study and good practices of these five agencies, PSCOE developed an Innovation Roadmap. During the forum, PSCOE will share how to translate innovation programmes into actual results, as well as shed light on approaches to sustain and institutionalise innovation efforts within an organisation.
Benchmarking and Its Challenges: What Went Wrong

Most public agencies claim to be engaged in benchmarking activities, but few have declared them a success. This phenomenon is also observed in the private sector.

What really went wrong in the course of benchmarking? Was it a lack of focus? Or adopting an approach that was too rigid? Or having no/a wrong benchmarking peer or vague objectives? Or was it simply a case of a competitive comparison exercise mistaken for benchmarking activities?

Sign up for this session, which will provide an excellent platform for officers to exchange their benchmarking success stories and challenges encountered. PSCOE will also share its experience in providing benchmarking consultancy for the public sector, and offer views on how some of the challenges can be circumvented or overcome.
