The Ministry
of Finance (MOF) ExCEL Convention and Productivity
Day 2005, held at Revenue House on 30 September,
was nothing short of a roaring success. “ExCELEBRATION!”
was the theme of the convention which celebrated
the ministry’s innovative and productivity-related
achievements.
Bringing together participants from MOF
and its six agencies, the carnival-like
event was all about group sharing,
colourful activities, awards and good food!
This year’s convention was radically different from
that of previous years. In place of convention-style
presentations before a panel of judges, each agency
pre-selected a team with the best innovative project
and set up a booth to showcase its top project or
other creative initiatives that have been implemented.
The teams manning the booth found creative
ways to share their ideas and experiences. For
example, innovation activists from the Inland
Revenue Authority of Singapore dressed up as chefs
and unveiled their newest dish — a learning and
innovation festival which concluded in September.
The booths helped to promote a learning and
sharing culture, and participants had a fulfilling
time of learning. One of the many learning
points was how MOF created an unclaimed
monies website to encourage claimants to come
forward. This idea of a document depository was
later adapted by the Accounting and Regulatory
Authority (ACRA) and Monetary Authority of
Singapore to enhance their work effectiveness
and business continuity.
With so many interesting concepts featured,
it was with much difficulty that participants
finally chose the winner — the booth featuring
the Accountant-General’s Department’s Bank
Account Validation System.

There were also booths by partners of the Singapore
Totalisator Board — Singapore Turf Club and Singapore
Pools — which created much excitement, as participants
got to experience the new improvements made to their
systems for conducting races
and draws.
Four other external vendors — Civil Service
College, Mind Edge, Entya Events and Adam
Khoo Learning Technologies — also showcased
innovation tools and brain teasers and puzzles
that intrigued the participants.
Professor Kirpal Singh from the National
University of Singapore was invited to speak on
innovation and learning. A video screening of
“Peacock in the Land of Penguins” aptly illustrated
how diversity could bring about new ways of doing
things that are essential for future survival.
The ExCEL Convention and Productivity Day 2005
provided insight into the creative mindset of the
public sector, in particular, the MOF family. It
inspired participants to unleash their creativity
and innovate in their workplace. And the best
part was everyone got to learn in a fun and
exciting way!
