Ten years ago, we launched PS21 to prepare the Public Service to meet the challenges of the future. PS21 is the framework for us to excel in a complex and fast-changing environment.

Much progress has been achieved since the launch of PS21. Agencies have raised their standards of service, efficiency and effectiveness. Public officers are more committed to making continuous improvements and generating ideas — good ideas that save hundreds of millions a year. There is a concerted drive to build quality organisations — eight public agencies have so far won the prestigious Singapore Quality Award for organisational excellence. There is anecdotal evidence that we are becoming more responsive in serving Singapore and Singaporeans, and that we are not afraid to change if it means that we can do things better.

These are most commendable signs of progress, after only a decade of change. But much more can and must be done.

We cannot be complacent. Today, 10 years on, the PS21 movement is as relevant as ever. The future is uncertain. Singapore faces challenges that require innovative solutions and nimble responses from our public agencies. We will encounter challenges — such as those in security and healthcare — that demand coordinated and effective government action. We need to do more, do better, and do it faster.

The Singapore public, which has come to expect excellent service from us, will be quick to point out where we fall short. But we cannot wait to be told where we should improve. Instead, we should be proactive, stay ahead of the curve, and never stop learning and improving. That is the spirit of PS21.

As officers of the Singapore Public Service, to continuously improve and strive for excellence is our commitment and our responsibility. Let us make PS21 truly our way of life. May we always
be in time for the future.
