AGD to enhance e-learning experience
 
More interactive features and courseware will be added to AGD’s e-learning platform.
 
As the Government’s central accounting department and paymaster, the Accountant-General’s Department (AGD) seeks to provide ministries’ finance staff with sound training on the central systems and processes so that financial procedures will be carried out properly.

Say “hello” to the online classroom
To provide an avenue for such training, an online platform for AGD’s current e-learning courseware, which encompasses NFS@Gov and PaC@Gov courses, was launched some years back.

AGD chose to bring its training courseware online to empower learners with the ability to access materials at anytime and from any place with any enabled PC. It also enables easy tracking of a learner’s progress. This paid off, for users’ competency in using these two systems showed a marked improvement, evident from the sharp decrease in helpdesk queries logged with AGD.

Over the years, the two flagship systems of AGD have undergone many enhancements, and other processes and policies have been changed as well. To help users keep in touch with these changes, AGD is embarking on a large-scale revamp of its e-learning courseware and system. To further cement the move towards e-Government, courseware on resource accounting, pensions and IT security policies will now be brought onto the e-learning platform as well.

The courseware will be rolled out to all finance officers in the ministries that are using AGD’s central systems — NFS@Gov and Pac@Gov. The finance officers will be enrolled in courses that are relevant to them. For example, a general ledger (GL) officer will be enrolled in the GL modules to learn more about how the GL module functions in NFS@Gov. The aim is to upgrade the skills of the finance officers and provide them with an avenue to learn about the systems online.

Roadmap to an enhanced e-learning experience
Not satisfied with merely trying to improve the contents of the courseware, AGD has also looked into increasing the interactivity of the courseware to enhance the learners’ experience.

Armed with newly acquired software from Macromedia, AGD has started giving its courseware a much celebrated facelift. Surely and steadily, module by module, the courseware is being reviewed and revamped, and good progress is being made towards the final product. Here’s a sneak peek at what else is in store:
More interactivity: AGD’s aim is to foster a culture of self-learning in learners. The new courseware comes with simulations that provide step-by-step instructions for learners to follow. This will help them better understand and follow the process flow in accounting for the Government’s transactions. 
Multimedia learning experience: Apart from the simulations which help learners learn by sight, there will also be an audio element added to the new courseware. This will be a definite plus to learners who learn better by listening to instructions instead of by reading or watching them. 
Increased focus on business processes: AGD will also have more in-depth explanations on business processes to familiarise learners with the rationale behind the different transactions. This will also emphasise to learners that it is often better to know why a particular transaction is carried out, as compared to just learning how to carry it out. 
More manageable sub-modules: AGD will be splitting modules into bite-sized portions so that learners can plan their own learning route and digest the courses at their own pace. This way, learners will not have to go through the modules at one sitting. 

With all these enhancements and more, let us embrace e-learning and look forward to a bustling learning culture in the Civil Service!
