The world
has changed. Places of work are undergoing radical transformation.
Increasingly, work is being redefined and new levels of
expectations are added.
Said Mr Eddie Teo, Permanent Secretary (Prime Minister’s
Office), at a public sector forum in 2004: “What
worked yesterday for the Government will almost certainly
not work tomorrow. In this dynamic environment, we need
to constantly surface new ideas and seek innovative solutions
to solve problems. We need innovative and enterprising
public officers who are willing to take risks, in order
to add value and ensure the continued prosperity of Singapore.”
There are four important areas that impact the nature
of work in the Public Service today:

To live and work in these challenging and exciting times,
we need to have a good understanding of these areas and
manage our resources to value-add, and more importantly,
to create greater value at work.
Innovation, enterprise and risk-taking are as relevant
in the public sector as they are in the private sector
in creating greater value in the organisation.

This means that the organisation and its people will have
to be prepared to unlearn and re-learn certain work processes,
revamp work structures and shift mindsets. The attributes
and values of the people are instrumental in the organisation’s
transformation and adaptation to the external reality
of the business environment. There are no alternative
ways to growth and prosperity than to make knowledge-creation
and the building of personal qualities of prime importance.
We present you the 3Rs that are essential to value creation:

Reframing perspectives:
This allows us to look at issues from a different
angle and see exciting opportunities instead of
tedious obstacles. |

Refreshing skills: This is important
to ensure that public officers will always be equipped
with up-to-date know-how and not worry about being
left behind when structures and work processes are
revised. |

Renewing energy: With a positive
outlook, there will be greater cohesion among teams
in the office. This helps to create greater value
for the development and progress of the organisation. |
To equip Division 2 and 3 public officers with the skills
and knowledge to manage new work challenges confidently,
the Institute of Public Administration and Management
(IPAM) is pleased to introduce a new programme entitled
“Managing New Work Expectations: Reframe, Refresh,
Renew”.
