The PSCOE
team is eager to help public agencies
to implement OE initiatives.
The Public Service Centre for Organisational Excellence
(PSCOE) was formed in December 2001.
Housed in the Civil Service College, it is a key partner
of the PS21 Office, which promotes and drives PS21 initiatives.
Since its inception, PSCOE has assisted public agencies
to build capabilities for implementing Organisational
Excellence (OE) initiatives.
The year 2005 marks the 10th anniversary of the PS21 movement.
To give new impetus to the movement, the structures supporting
the PS21 movement have been revamped.
PSCOE’s role has recently been revamped to take
on a broader scope of capacity building. It focuses on
three broad areas:
facilitating peer
learning by identifying, capturing and sharing good
practices and norms in the public sector with the
overall aim of helping agencies to learn quickly
from one another
linking agencies with good practices
with those in earlier stages of organisational development
researching relevant OE approaches
and practices to improve the capability of public
sector organisations
PSCOE comprises of three sub-units: Innovation Unit, Organisational
Excellence Unit and Knowledge Management Consulting Unit.
