When the Civil Service
College (CSC) launched its nine-month Graduate Diploma
in Change Management programme last July, 23 officers
from different agencies signed up. Now that they are close
to completing the course, they share how it has deeply
impacted their lives.
"Being in this programme has given me a fresh view
of life and renewed vigour for leading and sustaining
changes in my organisation. The interaction and team learning
were equally beneficial and insightful. In short, the
learning experience for me can be summed up in two words
— life changing,” said ASP Benjamin Chia,
Head, Contingency Planning, Singapore Prison Service.
Said Mr Goh Hwee Seng, Senior Head (Systems Review), Organisation
Development Division, Ministry of Education: “What
I value most about the programme is that it does not simply
focus on imparting knowledge, but rather, it’s a
complete package that includes the process of getting
participants to think about issues that we may not normally
have time to reflect on.”
Entitled “Leading and Sustaining Change through
Organisational Learning”, the graduate diploma programme
equips change facilitators with tools and processes for
leading and sustaining organisational change efforts.

adopt a “layering” approach to teaching Peter
Senge’s five disciplines of a learning organisation.
The programme consists of five modules and is conducted
in the context of a real work situation.
The second run of the programme will be held from July
