The Economic Development Board (EDB) has
adopted an unusual way to promote
innovation: The leadership team specially
invites non-management staff to speak up at
its corporate management meetings.
EDB introduced the Shadow CM (Corporate
Management) initiative to involve its
officers in management-level discussions.
The aim: to broaden the perpectives of the
non-management officers, give them the
experience of looking at issues from the corporate
perspective, as well as to gather new ideas and
insights that may not have been considered.
Said Mr Ko Kheng Hwa, EDB Managing
Director: “The Shadow CM has brought fresh
perspectives to our corporate management
meetings. The results: better decisions, more
innovative initiatives, better young managers.”
Before the corporate management meeting,
which is held bimonthly, the chairperson will
select a few papers from the agenda for the
Shadow CM team to deliberate on.
The team will discuss and collate their views
and two representatives will present their
recommendations at the corporate management
meeting. There is often a lively discussion on these
inputs and perspectives as well as affirmation of
the original papers.
The corporate management team will then
deliberate the paper. After the meeting, other
Shadow CM members will be informed of the
outcome and final decision. New ideas are
captured in the EDB ideas portal.
Each Shadow CM team comprises eight officers
from different divisions. Many of these officers
appreciate the learning opportunity.
Mr Tung Meng Fai, Senior Officer (Electronics &
Precision Engineering), is one such officer. He said:
“We get to be in management’s shoes and deliberate
the recommendations. We learn to think strategically
about the benefits and consequences of actions and/
or policies proposed. This adds a different perspective
to the way we look at issues now.” |
