In today’s world,
customers are becoming more sophisticated and demanding.
They expect speed and hassle-free service delivery from
service providers. As the stalwart of quality service
provision, the Singapore Government has spared no effort
to improve its service delivery to customers.
SINGOV (www.gov.sg)
and the eCitizen portal were launched in 1995 and 1999
respectively. While SINGOV served as a convenient first-stop
portal for users to locate the latest government information
such as news and policies, eCitizen provided a single
access point to all government information and services,
covering all the essential touch-points in a citizen’s
life.
To create a pro-enterprise ecosystem for businesses, Business
Town (www.business.gov.sg)
was launched under the eCitizen portal in 2001.
In November 2003, a review of the two government portals
was conducted. A decision was then made to restructure
the information architecture and e-services found on the
portals under a unified portal with a common Web interface.
On 1 October 2004, SINGOV launched its new look. Information
on the portal is organised in four sections according
to service needs:

In the section for citizens and residents (www.eCitizen.gov.sg),
users can find a range of e-services categorised into
seven towns, namely Housing; Transport and Travel; Health
and Environment; Defence and Security; Culture, Recreation
and Sports; Education, Learning and Employment; and Family
and Community Development.
For entrepreneurs or anyone planning to set up a business,
the section for businesses (www.business.gov.sg)
provides information on setting up a business, government
policies and developments.
The new section for non-residents has comprehensive information
and e-services for working professionals, students and
tourists.
The new SINGOV, which is a multi-agency effort, offers
a new and improved level of service. Customers can enjoy
a seamless one-stop experience when accessing government
e-services.
The restructuring has enhanced the ease of site navigation
and provides for a more comprehensive and customer-centric
presentation of government e-services.
The new portal also incorporates the Web Interface Standards
which guide the webpage layout.
Other useful tools include a list of agencies, a search
engine and My.eCitizen, a personalised homepage that gives
a user the freedom to choose the types of e-services and
content to be displayed on his homepage.
