Putting TEC ideas to the test at JTC
 
Woodlands Spectrum II is the pilot test site for the Liquid Desiccant Cooling System, an innovative way of using heat waste to dehumidify air for air conditioning in industry and commercial buildings.
 
The spirit of experimentation is thriving at JTC Corporation. In fact, JTC has partnered The Enterprise Challenge (TEC) to provide test beds to trial test five radical TEC innovations. In this story, JTC shares its experience in spearheading TEC experiments.

JTC believes that innovations hold the key to improving competitiveness. Said Mr Png Giok Hua, Director of JTC’s Engineering Planning Group, “By providing test beds for TEC innovations, we hope to nurture these innovations which could potentially benefit our customers and the industrial community at large.”

JTC works very closely with TEC to scrutinise new ideas and ensure that they are innovative and have strong value propositions before accepting the role of piloting agency. When evaluating the innovations, JTC is mindful of the potential disruption and inconvenience to its tenants, and seeks to resolve the problems and issues in advance.

Before the start of a trial, JTC and TEC innovators will hold a brainstorming session to identify potential problems which may arise during the course of the trial. Both parties will work together to resolve as many of these issues as possible before the trial commences.

During the trial, JTC provides trial sites and commits substantial manpower resources to the project. Besides officers from the Engineering Planning Group, who perform the role of project managers, officers from Customer Service, Finance, Legal and other Development Groups are also deployed to ensure a successful trial. These officers keep an open mind during the trial and coordinate closely with the proposer and TEC to resolve any problems that might arise.

“JTC’s experience as a piloting agency has been challenging but rewarding,” said Mr Png. “We had to tackle many unknowns and uncertainties, but in the process, we were also exposed to the many possibilities that innovations and new technologies can bring. This has brought about a mindset change within the organisation. We are now constantly challenged to go beyond conventions and embrace change.”

Through collaborations with the private sector during TEC trials, JTC keeps abreast of the development of many technologies. JTC has also picked up valuable practices from enterprising start-ups.

In this dynamic environment, it is important to constantly surface new ideas and seek innovative solutions to problems. Inevitably, trying new things and acting on new ideas will involve taking risks, and JTC is no stranger to risks. To JTC, risks are not a danger to be avoided. By learning to manage and take calculated risks, JTC has opened its doors to opportunities which may take the organisation to greater heights.

The Enterprise Challenge (TEC) provides funds for experimenting with risky and unproven innovations which have the potential to create quantum leap improvements to the delivery of public services.
