Established in
2000, the Public Service Awards for Organisational
Excellence (OE) are premier awards given out yearly
to recognise public organisations that have achieved
key OE standards.
There are two award categories. The Public Service
Award for OE is given to organisations that have
achieved the Singapore Quality Class, People Developer
Standard (PDS) and ISO 9000. The Distinguished
Public Service Award for OE is for organisations
with the Singapore Quality Award, PDS and ISO 9000.
This year, there were 77 winners of the Public
Service Award for OE. They include the Housing
and Development Board (HDB), Ministry of Law and
the National Library Board. The Inland Revenue
Authority of Singapore was the only winner of the
Distinguished Public Service Award for OE.

OE award in the Civil Service. This
year, the Inland Revenue Authority
of Singapore (IRAS) won the award.
