out for the PS21 ExCEL Convention & Award

The Ministry of Health
(MOH) is organising the PS21 ExCEL Convention and
Award Ceremony 2003.
The organising committee comprises representatives
from MOH Headquarters, the Health Sciences Authority,
Health Promotion Board, National Healthcare Group
and Singapore Health Services.
The PS21 ExCEL Convention and Award Ceremony provides
a platform for public officers to showcase and
share their most innovative ideas and WITS projects
at the national level. The awards given recognise
the good work of individuals and organisations
in promoting work improvements and innovation in
the Civil Service.
This year’s ExCEL Convention will be held
from 4 to 7 November at the Institute of Public
Administration and Management (IPAM), Civil Service
College. Eight Permanent Secretaries and CEOs of
statutory boards will attend the eight sessions
of the convention and present awards to the best
WITs. We hope many of you will come to support
your colleagues who are participating.
The ExCEL Award Ceremony will be held on 13 November
at the Victoria Concert Hall. The winners of the
Best Staff Suggestion, Creative Environment, NOVA
and The Enterprise Challenge (TEC) awards will
receive their awards from Mr Lim Siong Guan, Head
of Civil Service.

What’s
behind the logo?
The light bulb symbolises ideas that stick “out of the box”. The
stylised face in the filament reminds us that it is people who make ideas work.
The light bulb base suggests a pen, which reminds us to record our ideas so that
others can learn from them.
The text conveys two messages: “Ideas At Work” and “Ideas That
Work”, because ExCEL is about getting people to come up with ideas for
improving their work that are practical and add value to what they do.
The tagline “You Make It Happen” is depicted as light rays coming
from the bulb, since people who have good ideas and make them work serve as shining
examples to others.
