Innovating at MINDEF

The Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF) established the Innovation Office to spearhead innovation throughout the ministry and SAF.

With this goal in mind, the Office set out to achieve two tasks: Firstly, to establish a practical framework to drive and sustain continuous innovation in MINDEF/SAF. And secondly, to provide a structured approach to bring ideas from conception to successful implementation.

To achieve this, the Office mapped out a three-step approach:
 
Phase I: Design of the innovation framework
Phase II: Testing the framework in selected pilot units
Phase III: Implementation of the framework on a MINDEF/SAF-wide scale
 
Developing the innovation framework
The innovation framework was created using the acronym “RACE” (see diagram). Research on winning organisations, comparative studies, focus group sessions and feedback from PRIDE (Productivity and Innovation in Daily Effort) activists were vital to the process. Results from an innovation survey conducted in October 2002 were also incorporated into the design of the framework.

Phase I was completed on 9 December 2002. Since then, nine pilot units across MINDEF and SAF have been identified for Phase II.

Moving forward
To drive the second phase of MINDEF’s innovation journey, an Innovation Pilot Steering Committee was set up as a transitional body to discuss and decide on issues pertaining to the development of the innovation framework.

The Innovation Office will also work directly with the commanders of the pilot units to implement the framework. A series of training programmes, incentives and processes will be put in place to help units achieve their fullest innovative potential.
