Now everyone can enjoy e-services
 
eCitizen Helpers are at hand to assist Singaporeans in using government e-services.
 
Today, more than 95% of the government services that can be feasibly delivered online have already been made available online. As online transactions become the norm for interactions with the Government, the Infocomm Development Authority seeks to ensure that no Singaporeans are left behind.

The eCitizen Helper 3P Partnership Programme is a collaboration between the people, public and private sectors (or 3P). It was launched in March 2003 by Deputy Prime Minister Lee Hsien Loong. It aims to provide all Singaporeans with the means to transact with the Government online, even if they do not own a computer at home or do not know how to use the Internet. 

Under this programme, partner organisations and companies will deploy eCitizen Helpers to assist Singaporeans in using government e-services, whether it is applying for a passport, encashing Economic Restructuring Shares (ERS), checking Central Provident Fund (CPF) statements, filing income tax, paying parking fines or registering a new business.

So far, the People’s Association’s 22 eClubs, 19 Fujifilm outlets and NTUC Fairprice’s Office 1 have joined the programme.

Singaporeans can enjoy many benefits as a result. For example, they can take their passport photograph at a Fujifilm shop and apply for their new passport online at the same shop. They can also get assistance with online payment, so there is no need to write a cheque, fill in the form and post the application form. Furthermore, this service is free of charge to all Singaporeans.

To encourage more organisations to participate in the eCitizen Helper 3P Partnership Programme, the Government will provide funds based on a fee-per-service model. This means that each time an eCitizen Helper in a participating organisation assists the public to transact with the Government online, the organisation will be paid a fee ranging from 30 cents to $2, depending on the nature of the transaction.
