bureaucracy, raising standards |

The
three winners of the POWER (Public Officers Working
on Eliminating
Red-tape) Award for the period from July to December
2002 are the Ministry of National Development (MND),
the Ministry of Home Affairs (MHA) and the Ministry
of Trade & Industry
(MTI).
This is the fourth consecutive time MND has won the award, and the second time
for MHA and MTI.
Launched by the PS21 Organisational Review Committee, the POWER Award is given
out twice yearly to recognise ministries that are responsive to public feedback,
and proactive in reviewing and simplifying their rules and regulations.
Proactiveness is assessed both quantitatively and qualitatively based on the
following: |

the percentage
of rules reviewed and the percentage of rules
eliminated, and |
|
|
up
to five impactful “cut-red-tape” initiatives
that have been implemented by their agencies
during the last six months. |
|
| |
Responsiveness
is measured by how many suggestions each ministry
has successfully implemented under the Pro-Enterprise
Panel (PEP), Zero-In Process (ZIP) and POWER
initiatives.
The overall objective
is to reduce govern-ment bureaucracy and improve
the quality
of service to the public.
