With
the launch of the Civil Service One-Stop Job Portal,
some ministries are finding it easier and
faster to do recruitment nowadays.

A
few simple clicks are all it takes to print
out the hundreds of job application forms that
the Ministry of Community Development and Sports
(MCDS) receives. Sieving out applications based
on specific criteria
and sending out acknowledgements to applicants is also a breeze now. Furthermore,
besides its own website, MCDS now has another avenue to reach out to potential
employees.
Since January 2002, over 100 MCDS officers have been recruited
via the portal. Explaining why the ministry decided
to use the portal, Mr Michael Lai, Manager
(Appointment) — MCDS Human Resource Branch, said, “We wanted to
move away from receiving applications via email. Furthermore, we did not have
any online application system at that time. One way of course was to source
for a vendor to develop an e-recruitment system for us. That would incur both
additional cost and time on our part.
“It was quite timely when the portal was introduced. We thought
it would be a good idea to ride on it. Moreover, the portal serves most of
our needs.”
Comprehensive one-stop solution
The portal, which was launched in October 2002 by the Public Service Division
(PSD), provides many other benefits.
Extensive information and resources are available for those who wish to join
the Public Service. They can search the portal for all the vacancies available
and apply for multiple jobs in different ministries using just one application
form. Even when no immediate vacancies are available, they can submit an application
indicating their job preference. Their application will remain in the database
and they will be invited to apply when suitable job openings arise.
Moreover, applicants do not have to input details like their GCE “N”, “O” and “A” level
results as these are provided by the Ministry of Education. Plans are underway
to enable National Service information to be provided by the Ministry of Defence.
This will further reduce the amount of information that has to be supplied
by the applicant.
The portal is also helpful to public officers who want to apply for a job in
another ministry. They only need to indicate the job they wish to apply for.
They do not have to fill in the application form as their personal information
will be retrieved directly from the Civil Service’s Central Personnel
Information System. Their resume will also be automatically forwarded to the
receiving ministry for consideration.
Good response
To date, about 1,500 applications have been submitted through the portal.
Said Ms Natasha Niva Murugayah, PS21 Development Officer from the
PS21 Office who recently found her job through the portal, “The
portal stated precisely what information I had to submit, so I didn’t
have to worry if I attached irrelevant certificates or documents, as would
have been
the
case if I had posted the application.
“It was also extremely user-friendly. For example, I first registered
on the portal a couple of months back for a job at MCDS. When I visited the
website
again to apply for my current job, all my vital information was already uploaded,
so all I had to do was indicate which job I was seeking and click the mouse.”
Pleased to be contacted by the PS21 Office within two weeks, she said she would “most
definitely” recommend the portal to others.
She added, “From what I observed, only a handful of ministries and government
organisations use the portal, while others still require applications to be sent
by post or email. It would be good if all government organisations could use
the portal for recruitment.” |
