the e-services landscape |

Someone once made
this observation: There are some people who make
things happen, others who wait for things to happen,
and the rest who simply wonder what happened.
Well, the officers in the Public Service (PS) Online
Team of the Infocomm Development Authority (IDA)
are certainly those who set changes in motion.
The
officers, who are from the Electronic Services
Division, work closely with the Ministry of Finance
(MOF) and other government agencies. Their job
is to identify new opportunities for integration
that will result in the delivery of public services
that are user-centric, intuitive and easy to use.
Their goal is in line with the Public Service’s
vision of “Many Agencies, One Government”.
The responsibilities of the team include conceptualising
e-services which transcend agency boundaries; reviewing
existing rules, policies and processes; streamlining
and redesigning processes; and facilitating the
development and implementation of integrated e-services.
 |
To spearhead the delivery of integrated e-services,
the officers form cross-agency project teams which
are led by a lead agency. Such teams are tasked
to question assumptions, think out of the box,
innovate and achieve breakthroughs that bring about
paradigm shifts in the way electronic public services
are delivered.
The PS Online Team achieved some success in 2002.
Twelve integrated e-services projects were initiated,
of which four have been implemented, three are
in the system development phase, two are pending
funding, and three are in the conceptualisation
phase. |
