Speeding up repair work
 
Ms Tan’s suggestion helped HDB to enhance its service.
Previously, when there was a non-standard precast production defect, the precaster’s professional engineer had to submit a document stating the proposed method of repair for approval by Housing Development Board’s (HDB) plant engineer. This had to be carried out before any rectification work could be conducted. The approval process was time consuming. As a result, urgent cases could take up to three days to be resolved.

To improve the rectification process, a survey was conducted on the nature of all the non-standard defects observed over the past few years. It was noted that there are generally two methods for repairing defects detected in precast components: the common repair method and the specific repair method.

Ms Tan Geok Kuan proposed standardising and codifying the common defects and their corresponding repair method. The standardised procedures can then be submitted for bulk approval by HDB’s plant engineer. Once they are approved, precasters no longer have to seek formal approval and can start work immediately.

The suggestion, which has already been implemented by HDB, is expected to reap savings of $324,000 per annum. In addition, it will enable faster delivery of components to the construction site, free up HDB staff to monitor production and reduce defects, and result in the delivery of better quality products.
