Towards innovative QCs
 
Innovation is key to an organisation’s survival in the knowledge economy, which is why SPRING Singapore is transforming Quality Circles into Innovation and Quality Circles (IQCs), said Associate Professor Ho Peng Kee.

The Senior Minister of State for Law and Home Affairs was speaking at the launch of the 19th International Exposition of Innovation and Quality Circles.

“Transforming QCs to IQCs requires paradigm shifts,” he said and went on to elaborate on how that can be achieved.

Firstly, QCs have to move from controlling quality to generating new ideas for value creation.

They also ought to be proactive rather than reactive. “They should proactively explore new opportunities and arrive at situations where there are no problems to solve but vast improvements to be made,” he said.
Thirdly, QCs should concentrate on real outcomes, tangible impact and benefits for their organisations, and focus less on the rigid processes of doing projects and coming up with excellent presentations.

Next, QCs need to transform into cross-functional teams that involve people from various departments and customers or partners from outside the organisation. This way, the teams will be able to tackle bigger issues and enable the organisation to quickly and creatively adjust to the changes in the environment.

Lastly, he emphasised the importance of speed and flexibility as key success factors in the new economy. He said, “QCs cannot continue to take years or months to complete a project as the issue might no longer be relevant by then. A new mindset is therefore required for IQCs to achieve results in weeks or days.”
