The
Enterprise Challenge’s (TEC) “Partners
in Innovation” were in the spotlight at the
PS21 ExCEL Award Ceremony 2002 held on 26 November.
These partners are innovators and enterprises which
have made a difference to the Singapore Public Service
by doing things differently and in radically innovative
ways. Five categories of awards were given to them
for rising up to The Enterprise Challenge.
Innovator Award
The Innovator Award was given to 16 teams which
had received the TEC panel’s approval for
project funding. A sum of $1,000 was given with
each award.
Enterprise Challenge
Shield
This award plus $5,000 in cash was presented to
Aromatrix Pte Ltd for the proposal entitled “BioScrubber
for Odour Treatment”, which had created the
greatest new value for the Public Service.
The Aromatrix team had developed a special blend
of bacteria to filter and treat sewage air at sewage
facilities. Their novel method, which is environmentally
friendly, provides many more benefits in terms of
cost and time savings as compared to the chemical
scrubbers used previously.
Enterprise Award
The Enterprise Award was given to 16 piloting agencies,
which are government agencies that dare to take
risks and pilot and lead TEC projects.
Innovation
Incubator Award
This
award honours agencies which have undertaken initiatives
to provide a conducive environment for innovation,
as well as to support their staff in developing
innovative proposals. Three agencies won this award.

SPF has won the Innovation Incubator
Shield for two consecutive years. |

The
winner of this award is the government agency that
has created the most conducive environment for innovation
and provided the most support for staff to surface
TEC proposals.
The Singapore Police Force (SPF) won this award
for the second time in a row. Contrary to the myth
that uniform officers are rigid and uncreative,
SPF has proven more than once that innovation can
be cultivated, nurtured and encouraged throughout
an organisation. SPF has proposed many winning,
radical innovations to TEC and taken on the role
of piloting agency for trial testing several innovations
by its own officers.
Discovering TEC
TEC held an exhibition during the PS21 ExCEL Convention
held from 12 to 15 November 2002. The colourful
and interactive exhibits caught the attention of
visitors and opened their minds to new ways of thinking.
Through games and varied learning activities, participants
were challenged to exercise their creativity. The
lively exhibition was the perfect opportunity for
public officers to discover more about TEC and learn
through fun-filled activities.
TEC is a winner too!
While TEC has presented many awards, it was also
a winner in 2002, having clinched the grand Commonwealth
Association for Public Administration and Management
(CAPAM) International Innovation Award (Bronze).
The theme for the 2001-2002 CAPAM International
Innovations Awards Programme is “Innovations
in Governance” - one that TEC naturally identifies
with and continuously supports. |
