As the change movement of the Singapore Public Service, PS21 aims to build a Public Service that is ready for change and ready to change. It is a people-centred mass movement that encourages public officers to embrace change in their daily work in order to keep the Public Service at the leading edge. This in turn contributes towards the continued success of Singapore.
